<li>349 Better Beginnings programs were given more than $410,000 in Incentive and Professional Development grants to invest in their staffs.</li>
<li>Arkansas has 731 Better Beginnings certified programs.</li>
<li>Better Beginnings provided more than 5,800 hours of training and support for over 4,000 child care professionals in its first year.</li>
<li>In its first year, Better Beginnings dedicated over 650 hours of technical assistance and step-by-step guidance to child care providers in Arkansas.</li>
<li>Better Beginnings certified programs provided care in quality learning environments to more than 55,000 children in Arkansas.</li>
<li>In its first year, the Better Beginnings website saw more than 21,000 visitors seeking child care programs, help with certification or other information.</li>
<li>Better Beginnings has 47 dedicated staff members who provide training, technical assistance and support. This support system results in fewer child care licensing infractions.</li>
<li>In its first year, more than 1,500 hours of research were invested with providers to improve the quality of Better Beginnings .</li>
<li>Families have access to a Better Beginnings certified quality learning environment in all 75 of Arkansas’ counties.</li>

<p>Dear Better Beginnings participant,</p>
<p>We are happy to announce that Better Beginnings promotional materials have arrived! We have beautiful 6’ x 3’ vinyl Better Beginnings banners for outdoor/indoor display, lapel pins for staff, stress ball stars, and ink pens.  These materials will be provided at no cost to current Better Beginnings certified facilities, but a small charge may apply in the future. One packet will be provided for each Better Beginnings certified facility.</p>
<p>We are planning to distribute these materials using the following methods:</p>
<ul>
<li>For Head Start programs: Brinda Burr, DCCECE Resource Center Manager, will have a booth at the Head Start Conference on July 20, 2011, and attendees may come by to pick up one packet of materials for each Better Beginnings licensed facility.</li>
<li>For ABC programs: ABC staff attending the ECERS Refresher class on August 1st and 2nd in Little Rock may stop by the Resource Center to pick up materials for their Better Beginnings certified facilities.</li>
<li>Better Beginnings participants that come to Little Rock for other purposes or meetings may come to the DCCECE Resource Center to pick up their packets. <li>Better Beginnings staff will deliver packets to some of the Better Beginnings facilities in their areas.                               </li>

<p>When receiving a packet for your facility, participants will be asked to sign a tracking form showing that the packet has been received. </p>

			<content:encoded><![CDATA[<p>Leaving a child in the care of someone is often among the hardest thing a parent has to do. This makes selecting a child care provider one of the most important decisions for parents. Parents can use resources offered by the Arkansas Department of Human Services (DHS) before beginning their search for child care such as lists of licensed providers and checklists for what to look for in a child care provider.</p>
<p>Most child care centers in the state of Arkansas with more than five children enrolled must meet minimum licensing requirements set forth by DHS. The state requires that all licensed centers meet the essential standards relating to issues involving safety, nutrition, child/staff ratios, space and personnel background checks to name a few. A list of all licensed providers can be found on the DHS website at state.ar.us/childcare. Parents may also call 1-800-445-3316 for a list of licensed providers.</p>
<p>Licensed child care centers may enroll in Better Beginnings, Arkansas’ new quality rating and improvement system. Better Beginnings emphasizes the value of quality child care and provides the tools for establishing and exceeding standards of excellence for participating licensed programs in the state.</p>
<p>“DHS takes a proactive approach to quality early childhood education and care. Better Beginnings is a new, groundbreaking program that will improve early childhood education in Arkansas,” said Tonya Russell, director of Division of Child Care and Early Childhood Education.</p>
<p>Child care centers in Arkansas with fewer than five children enrolled are not required to be licensed with DHS. These facilities are not required to meet any state regulations, but are encouraged to be licensed.</p>
<p>For families, Better Beginnings provides tools to help find and select certified child care providers in their area. The Better Beginnings website, ArBetterBeginnings.com, rates providers based on their quality ratings, which are ranked as a 1, 2 or 3-star program. The website also provides a checklist of what to look for and what questions to ask when searching for a child care center.</p>

<p>Administrators, legislatures and early child care providers from around the state gathered at Philander Smith College in Little Rock on October 25, 2010, <a href="http://www.arbetterbeginnings.com/newsroom/celebration-kickoff/" target="_blank">to celebrate Better Beginnings</a>, the new child care improvement system for Arkansas.</p>
<p>“Better Beginnings will improve early childhood education in Arkansas by building solid foundations for every child,” said Vandy Nash, <a href="http://arkansased.org/educators/recognition/atoy.html" target="_blank">2010 Arkansas Teacher of the Year</a>. “This program will empower parents, give child care providers valuable tools and establish standards of excellence.”</p>
<p>As a school teacher at Indian Hills Elementary, Nash understands the importance of using partnerships.</p>
<p>“The problem starts early,” said Nash. “In order for the achievement gap in Arkansas to narrow we have to work together.”</p>

<p>Speakers for the Better Beginnings Celebration Event featured internationally renowned child development specialist, Dr. Joshua Sparrow, economic and business development specialist, Bill Millett and <a href="http://www2.astate.edu/a/chs/" target="_blank">Arkansas State University’s</a> early childhood curriculum specialist, PJ Yarbrough.</p>
<p>“All of the presentations were timely and thought provoking,” said state Rep., Tim Summers. “I wish the entire education committee could have been in attendance.”</p>
<p>“Quality pre-kindergarten programs are an effective strategy to get our schools out of school improvement,” said Marilyn Chambers, special programs director for <a href="http://www.hsdlions.org/education/components/scrapbook/default.php?sectionid=1" target="_blank">Hamburg School District</a>. “The Better Beginnings program will help Arkansas education meet benchmarks. I wish other superintendents and federal programmers would have had the opportunity to hear these wonderful speakers.”</p>

<p>Child care providers from around the state were also in attendance. The afternoon celebration enabled providers to speak one-on-one with early childhood education specialists.</p>
<p>“I hope the Better Beginnings program will cause everyone in the field of early child care to consider the impact of early experiences on young children,” said Barbara Gilkey, director of the <a href="http://www.archildrens.org/community_outreach/hippy.asp" target="_blank">Arkansas Home Instruction for Parents of Preschool Youngsters Program (HIPPY)</a>. “Even though we’re a home-based program I don’t think we’re immune from ensuring that every child receives a high quality preschool experience.”</p>

<p>The Better Beginnings celebration also encouraged providers to visit the website for tools and facts on how to become quality rated and certified.</p>
<p>“I’ve visited the <a href="http://www.arbetterbeginnings.com" target="_blank">website</a>,” said Gilkey.  “It’s very helpful and easy to navigate. I plan to work closely with the Division of Child Care and Early Childhood Education to get more child care centers, family daycare homes and other programs that serve children to apply.”</td>

<p>“Three stars is the new top rating available to Arkansas,” wrote Cynthia Howell, education reporter for the <em>Arkansas Democrat Gazette</em>.   “The state will provide much of the training, guidelines and other types of support to the providers, which include center-based care programs, family child-care and school-based programs.”</p>
<p>Howell’s article ran in the <em>Arkansas Democrat Gazette</em> in northwest Arkansas on October 26, 2010, and appeared again in the paper’s statewide edition on October 30, 2010.</p>
<p><img class="alignright size-full wp-image-468" title="Texarkana-Gazette-10" src="http://www.arbetterbeginnings.com/wp-content/uploads/2010/11/Texarkana-Gazette-10.jpg" alt="Texarkana Gazette" width="250" height="286" />“The Arkansas Department of Human Services hopes a new initiative can help parents make more informed choices about child care,” wrote Eric Nicholson, education reporter for the <em>Texarkana Gazette</em>. “In Miller County, 10 child care centers have been awarded three stars; the rest have none.”</p>

<p>Better Beginnings celebrated the program&#8217;s launch with a Kickoff Celebration on Monday, October 25, at the Harry R. Kendall Center on the Philander Smith College campus.  Guests including child care specialists, program advocates, legislators and child care facility providers heard presentations regarding the importance of quality early child care from different perspectives.</p>
<p>Speakers included Joshua Sparrow, M.D., internationally renowned child development specialist, Shaneil (PJ) Yarbrough, curriculum specialist for Childhood Services at Arkansas State University, Scope View Strategic Advantage founder, Bill Millett, Chad Rodgers, M.D., and Walter Kimbrough, Ph.D. among other experts in the field of early childhood education. In addition to lecture activities, attendees participated in questionnaire sessions, a luncheon, as well as a book signing by Dr. Sparrow.</p>

<p>Joshua D. Sparrow, M.D. with Harvard Medical School, keynote presenter,  will speak about  equality of children&#8217;s development at both the morning  and afternoon  sessions at the Better Beginnings Celebration on Monday,  Oct. 25 at  Philander Smith College.</p>
<p>Dr. Sparrow&#8217;s work with the  Brazelton  Touchpoints Center has included collaborative consultation on  child  development and parenting to the Harlem Children&#8217;s Zone, American   Indian Early Head Start Programs and UNICEF.  He has served as a   consultant to media programming for children and parents, including PBS   Frontlines and Discovery Kids. Sparrow has also been called upon by a   wide range of national and international media including the <em>Wall Street  Journal</em>, the <em>Washington Post</em>, NPR, CNN, among others.</p>
<p>Dr.   Sparrow is also director of special initiatives at the Brazelton   Touchpoints Center, Children&#8217;s Hospital Boston, director of Brazelton   Touchpoints Project, Inc., and assistant professor of psychiatry at   Harvard Medical School.</p>
<p>Co-author with Dr. T. Berry Brazelton of   eight books and a weekly New York Times Syndicate column, &#8220;Families   Today,&#8221; Dr. Sparrow is also a contributing editor to Scholastic   Services&#8217; Parent and Child magazine. He has lectured extensively   nationally and internationally on child and adolescent development.</p>
<p>A   graduate of Yale Medical School, Dr. Sparrow went through residency   training and child psychiatry fellowship at Harvard Medical School   teaching hospitals. Prior to his medical training, Dr. Sparrow worked   for several years as a preschool teacher and journalist in New York   City.</p>
<p>During his years as a doctor he has developed special   interest and expertise in the areas of psychological development of   parents as mediated by their children&#8217;s development, application and   assessment of adult learning theory to medical education, and cultural   differences in child development beliefs and child rearing practices.</td>

<p>Bill Millet of Charlotte, North Carolina, will take part in the Better Beginnings  Celebration by speaking about &#8220;Quality Early Education: A Competitive  Imperative for Arkansas&#8221; during the morning session on Oct. 25, at  Philander Smith College.</p>
<p>Bill  Millet established Charlotte, NC-based Scope View Strategic Advantage  in 1995 to deliver substantial and sustainable value to private,  nonprofit and public firms through support in a broad range of economic,  organizational and business development areas.</p>
<p>While  most of Millet&#8217;s work is with corporations in the confidential areas of  site location and taking market share from competitors, he has a  particular interest in early education issues. He has spoken on the  subject to local, state and national organizations.</p>
<p>Scope View Strategic Advantage&#8217;sclient  list includes corporations, professional associations, chambers of  commerce, United Ways, various nonprofits, economic development groups,  libraries, government councils, partnerships for children, school  districts and municipal, county and state agencies. These organizations  are located in Arkansas, Alaska, the Carolinas, Colorado, Michigan,  Minnesota, Missouri, Oklahoma, Texas and Virginia.</p>
<p>Millet  has more than 25 years experience serving as an executive director of  two Regional Councils of Government, including the largest agency in  South Carolina; he has also served as senior vice president of Economic  Commerce and principal for Business Development for a major  architectural firm.</p>
<p>Leadership  positions have included: the Board of the National Association of  Development Organizations, past president of the Carolina Economic  Development Assoc.; charter president of the Southeast Community  Development Assoc.; past member of the Governor&#8217;s Committee on Local  Government (SC), and chair Regional Council Executive Directors Assoc.</td>

<p>PJ  Yarbrough is a curriculum specialist for ASU, Childhood Services.  She  is hired regionally to assist child care facilities in implementing  developmentally appropriate curricula and practice. While she develops  trainings tailor-made to meet the requests of early childhood  professionals that are in need of resources and support, she also  provides coaching, technical assistance, facilitating trainings and  presents at a number of Early Childhood conferences.</p>
<p>With  Shaneil&#8217;s passion for early childhood and experience in the classroom,  she is both enthusiastic and efficient. She holds a Bachelor of Science  in education from Southern Arkansas University.  She is a P-4 early  childhood licensed teacher and has previously worked in both the El  Dorado School District and for a non-profit Head Start Agency. She has  taught as both a fifth and second grade teacher, served as the early  literacy curriculum coordinator, math curriculum coordinator, parent  involvement coordinator, education manager, and Arkansas Better Chance  coordinator and center director.  She is an Arkansas Early Childhood  Verified trainer and serves in many capacities within the early  childhood profession.</p>
<p>In addition to her career, she serves  alongside her husband, Pastor Larry D. Yarbrough, leading Changing Lives  Ministries (Louann, AR).  Together, the couple has two sons, Larry D.,  Jr. (&#8220;LJ&#8221;) and Lance.</td>

<p>For the second time in ten years, a United States Secretary of Education has visited the Hamburg School District. Current U. S. Secretary of Education Arne Duncan was in Hamburg Thursday as part of a bus tour which included two stops in Arkansas.</p>

<p>The first time for a visit by a high ranking cabinet official was in August, 2000, when Secretary of Education Richard W. Riley visited the Portland and Wilmot elementary campuses.  On Wednesday night, Secretary Duncan delivered a lecture on education reform and the administration&#8217;s back-to-school agenda at the William J. Clinton Presidential Center in Little Rock.</p>
<p>Secretary Duncan began his Courage in the Classroom back to school bus tour to hold conversations with and honor America&#8217;s teachers in Little Rock Thursday morning with a roundtable discussion with teachers at Central High School.</p>
<p>He and his party then boarded a bus to travel to Hamburg. Along the way, the bus stopped in Monticello to pick up Hamburg teachers, Tonya Higginbotham and Kathy Barnett, both pre-k teachers, Carol Moyers and Toni Elliott, along with Special Programs Coordinator Marilyn Chambers and Americorps workers Emily Barnett and Blake Higginbotham for lunch on the bus with the Secretary and a discussion of the Hamburg School District&#8217;s programs  with emphasis on the pre-k program.<br />
After arriving in Hamburg, the Secretary toured the Hamburg pre-k classrooms, observing what the children were doing and visiting with teachers, aides, foster grandparents and Americorps workers. The group then visited the high school to observe part of the work being paid for with federal stimulus funds, also meeting with vocational students and teachers.</p>
<p>Secretary Duncan told <em>Ledger </em>publisher David Moyers that Hamburg was selected as a stop on the tour because he wanted to &#8220;see what works.” He added,</p>
<p>“You have so many good things happening.&#8221;</p>
<p>Duncan said that it was inspiring to see a teacher, an aide, an Americorps worker and a foster grandparent all working in a pre-k classroom. &#8220;You have made an extraordinary commitment to early childhood education,&#8221; he said.</p>
<p>The Secretary said that local citizens &#8220;have a lot to be proud of,&#8221; congratulating the district and its citizens.</p>
<p>After visiting with vocational students and faculty at the high school, Duncan said he believes vocational education &#8220;is a huge piece of the answer&#8221; to problems in the educational system. He said that the nation has to continue to create programs in vocational education which will help reduce dropout rates as well as a make classrooms work more effectively. Vocational education, he said, was better in the 1960s than it is now. &#8220;I see a commitment here,&#8221; he said.</p>
<p>The Arkansas Better Chance site in Hamburg is one of more than 300 programs serving more than 25,000 children statewide. The state-supported early education program is among the 10 best in the nation, according to the National Institute for Early Education Research.</p>
<p>&#8220;Secretary Duncan has the opportunity to visit one of the most successful education models in the nation,&#8221; said Rich Huddleston, executive director of Arkansas Advocates for Children and Families. &#8220;We hope he&#8217;ll remember this example back in Washington and work to make education reform start with high-quality pre-k, especially as Congress prepares to renew the No Child Left Behind Act.&#8221;</p>
<p>With the federal No Child Left Behind Act due for reauthorization, Huddleston said Congress can help states and districts replicate Arkansas&#8217; success by including early learning in the reauthorization of the ESEA. It can also dedicate funding specifically for 3- and 4-year-old children that can leverage federal, state and local resources, provide incentives for greater investments and ensure that dollars are targeted to high-impact early learning programs.</p>
<p>Arkansas Better Chance pre-k programs are supported by a blend of local and state funds and are run by a mixture of private and public agencies statewide. ABC meets nine out of 10 quality standards benchmarks and ranks tenth in the nation in per-child funding, according to NIEER.</p>
<p>Hamburg education officials say the pre-k program, which now serves 90 percent of all 4-year-old children in the area, has made an impact on their schools. A few years ago two of the four elementary schools and two secondary schools were under review for poor performance. Since the program has grown, all the elementary schools are now meeting state requirements in reading and math. All the schools have scores above the state average for math and literacy.</p>
<p>&#8220;The positive results we&#8217;ve seen in Hamburg are similar to many other towns and cities in Arkansas,&#8221; said Tonya Russell, director at the Division of Child Care and Early Childhood Education at the Arkansas Department of Human Services. &#8220;High-quality early education is a fundamental part of preparing Arkansas children for college and careers.&#8221;</p>
<p>Research shows that investing in high quality early childhood education is among the best ways to prepare children for learning and reduce social costs like remediation and incarceration, said AACF&#8217;s Rich Huddleston.</p>
<p>AACF&#8217;s research also shows that children who complete quality pre-k programs enter school more prepared cognitively, emotionally and socially, are less likely to be held back or need special education services and are more likely to complete high school and become successful and productive adults.</p>
<p>Following the visit to Hamburg, the Secretary and his entourage traveled to Monroe, LA, to visit the students&#8217; vegetable garden at J. S. Clark Elementary School. They then traveled to Tallulah, LA, for a session, including playing basketball with teachers, students and coaches.</p>
<p>On Friday, Duncan planned to visit Jackson State University in Mississippi before going on to Hattiesburg High School and then to Mobile, Alabama.</p>
<p>During the bus tour, Duncan was visiting classrooms breaking ground in closing the achievement gap, early education, school nutrition and safety and teacher recruitment.</p>
<p>He was joined by public school teachers now serving as U.S. Department of Education teaching fellows as well as local leaders.</p>
<p>After his visit to the South, the Secretary of Education planned to continue his trip next week, visiting schools in Latham, New York, Springfield, MA, Keene, NH, Portsmouth, NH, Manchester, NH, and Portland, Maine.</p>
<p>To equip teachers and students for the new academic year, Target stores donated a variety of commonly needed supplies to each school Secretary Duncan visits on the tour.</p>
<p>Secretary Duncan was nominated by President-elect Barack Obama and was confirmed by the U.S. Senate on Inauguration Day. In his confirmation hearings, Duncan called education &#8220;the most pressing issue facing America,&#8221; adding that &#8220;preparing young people for success in life is not just a moral obligation of society&#8221; but also an &#8220;economic imperative.&#8221; &#8220;Education is also the civil rights issue of our generation,&#8221; he said, &#8220;the only sure path out of poverty and the only way to achieve a more equal and just society.&#8221;</p>
<p>Prior to his appointment, Duncan served as the chief executive officer of the Chicago Public Schools, a position to which he was appointed by Mayor Richard M. Daley, from June, 2001, through December, 2008, becoming the longest-serving big-city education superintendent in the country.</p>
<p>As CEO, Duncan&#8217;s mandate was to raise education standards and performance, improve teacher and principal quality, and increase learning options. In seven and a half years, he united education reformers, teachers, principals and business stakeholders behind an aggressive education reform agenda that included opening over 100 new schools, expanding after-school and summer learning programs, closing down underperforming schools, increasing early childhood and college access, dramatically boosting the caliber of teachers, and building public-private partnerships around a variety of education initiatives.</p>
<p>Among his most significant accomplishments during his tenure as CEO, an all-time high of 66.7 percent of the district&#8217;s elementary school students met or exceeded state reading standards, and their math scores also reached a record high, with 70.6 percent meeting or exceeding the state&#8217;s standards. At high schools, Chicago Public School students posted gains on the ACT at three times the rate of national gains and nearly twice that of the state&#8217;s. Also, the number of CPS high school students taking Advanced Placement courses tripled and the number of students passing AP classes more than doubled. Duncan has increased graduation rates and boosted the total number of college scholarships secured by CPS students to $157 million.</p>
<p>Prior to joining the Chicago Public Schools, Duncan ran the non-profit education foundation Ariel Education Initiative (1992-1998), which helped fund a college education for a class of inner-city children under the I Have A Dream program. He was part of a team that later started a new public elementary school built around a financial literacy curriculum, the Ariel Community Academy, which today ranks among the top elementary schools in Chicago.</p>
<p>From 1987 to 1991, Duncan played professional basketball in Australia, where he also worked with children who were wards of the state.</p>
<p>Duncan graduated magna cum laude from Harvard University in 1987, majoring in sociology. He was co-captain of Harvard&#8217;s basketball team and was named a first team Academic All-American. He credits basketball with his team-oriented and highly disciplined work ethic.</p>
<p>His late father was a professor at the University of Chicago and his mother has run a South Side tutoring program for inner-city children since 1961. As a student in Chicago, Duncan spent afternoons in his mother&#8217;s tutoring program and also worked there during a year off from college. He credits this experience with shaping his understanding of the challenges of urban education.</p>
<p>Duncan is married to Karen Duncan and they have two children, daughter Claire, 8, and son Ryan, 5, who attend a public elementary school in Arlington, VA.</p>
